This bill has hardly been covered in the national media and is MORE dangerous than the Patriot Act. In fact, there has NEVER been a greater threat to our Constitution.
The stated goal of USA180 is to STOP this bill and make this a key issue in the upcoming Presidential debates.
Due to the language of this bill, it can be used to label ANY law abiding citizen a terrorist at the discretion of the President if that law abiding citizen attempts to hold the president, their administration or those they work with accountable. Let me explain.
This is how “homegrown terrorism” and “ideologically based violence” is defined in section 899A-3 and 899A-4 (Verify this in the full context of the Bill):
HOMEGROWN TERRORISM - The term “homegrown terrorism” means the use, planned use, or threatened use of force or violence by a group or individual born, raised, or based and operating primarily in the United States or any possession of the United States to intimidate or coerce the United States government, the civilian population of the United States, or any segment thereof, in furtherance of political or social objectives.
IDEOLOGICALLY BASED VIOLENCE- The term `ideologically based violence’ means the use, planned use, or threatened use of force or violence by a group or individual to promote the group or individual’s political, religious, or social beliefs.
Problem 1:
A US citizen on YouTube, with the name of GoodmanGreen, posted a video where he investigated the word “force” used in the context of the bill and his findings were frightening. Due to the loose wording of the bill, these were his possible interpretations of the word “force”:

Further, why do we have TWO definitions for effectively the SAME THING? Notice how the bill mentions “religious” ONLY in the context of “Ideologically Based Violence”… WHY?

This is how “violent radicalization” is defined in section 899A-3:
VIOLENT RADICALIZATION- The term `violent radicalization’ means the process of adopting or promoting an extremist belief system for the purpose of facilitating ideologically based violence to advance political, religious, or social change.

Problem 2:
The Bill lacks a definition for an “extremist belief system”.
Is only the status quo a non-extremist belief system? Are the principles that the Constitution, Bill of Rights and Declaration of Independence considered “extremist”? 1st Amendment to the United States Constitution: Congress shall make no laws respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the government for a redress of grievances.
How then can so much power be given to one person? Is this bill then not a gross distortion of the checks and balances created by a system governed by an Executive, Legislative and Judicial branch? Is ASKING this question indicating I have an “extremist belief system”?
How about ANYONE who does not want to be dependent on oil? Are “religious” organizations extremist? Homosexuals? New Age thinkers? ANYONE who believes in alternative forms of energy? How about environmentalists? What if we want to get out of NAFTA and the UN and stop shipping our jobs overseas? Have we simply gone mad?
In section 899B-3 - the Internet as a whole is implicated:
`(3) The Internet has aided in facilitating violent radicalization, ideologically based violence, and the homegrown terrorism process in the United States by providing access to broad and constant streams of terrorist-related propaganda to United States citizens.
Problem 3:
The bill specifically targets the Internet as a “tool” for radicalization. The truth is the Internet today is the ONLY source of unbiased news (even though it too is often biased). Don’t believe me? Check this out:
Many people actually mistakenly believe that the media MUST tell them the truth. The TRUTH is in Florida, around 2000, it was determined it is not against the law to falsify the news VIDEO - this was regarding Bovine Growth Hormone (RBST), put into cows that is now in our milk and is linked to Cancer. The FDA allowed this to go into our milk. The media covered this up due to the risk of loss of advertising dollars from Monsanto Corporation - the drug producer. The government protected the media corporations from facing justice - but the results were startling and ALSO hidden from the American people.
This was the fall of the media
So yes, the Internet is a tool for a lot of things. It is a tool for communication between all kinds of people for all kinds of reasons. As Thomas Friedman, author of the World Is Flat, put it “when the world goes flat for Wal-Mart it goes flat for Al-Qaeda” (paraphrased). So then do we not need to deal with this new reality and be responsible for what we do and say instead of shoot the messenger (the Internet)?
Freedom does not always produce the results you want but stopping communication - putting yourself in a box to be “secure” is NOT an acceptable balance between Freedom and Security. The “answer” this bill proposes is similar to the foreign policy of calling any country who does not support you a terrorist (i.e. “you are either with us or with the terrorists” - George Bush).
Then we have the establishment of a “university” to “study” terrorism in section 899D-a.
Establishment- the Secretary of Homeland Security shall establish or designate a university-based Center of Excellence for the Study of Violent Radicalization and Homegrown Terrorism in the United States
Problem 4:
In addition to setting up a congressional committee, this bill sets up a brand new “university” to determine how to SPY on the American people to “make sure” they are not terrorists. Further, it sets up an office to “research” why radicalization occurs. DUH. Are the architects of this bill and those that vote for it that stupid?
If you try to take people’s civil liberties away from them they are not going to be happy. If you THINK that you can do activities and not be held accountable and not have to deal with the consequences of your actions you are wrong. If you support violent dictators then the people of those countries are going to be mad at you (i.e. incur the CIA term “blow-back”).
What needs to be “researched”? Why do we need to spend tax payer money on another position accountable to the department of Homeland Security to just do “research”? Isn’t that what the Department of Homeland Security was designed for? Why do we need a new mandate? What kind of congressional oversight does this office have? Is what is being “researched” is HOW people are talking to each other and WHAT they are saying and the tools they are using to connect with each other? That is called spying…
`(8) Any measure taken to prevent violent radicalization, homegrown terrorism, and ideologically based violence and homegrown terrorism in the United States should not violate the constitutional rights, civil rights, or civil liberties of United States citizens or lawful permanent residents.
`(9) Certain governments, including the United Kingdom, Canada, and Australia have significant experience with homegrown terrorism and the United States can benefit from lessons learned by those nations.
Problem 5:
Item 8 in section 899B should be reassuring, however the MODEL proposed in Item 9 is the model of the UK. If we look at some data from Privacy International, and its map of surveillance societies around the world, it is pretty clear to see that Canada and the UK are no great defenders of privacy Privacy International Article. Most startling is that Australia has demonstrated a “systemic failure to uphold safeguards”. Why are THESE countries being advocated as a MODEL? Forget the recent flurry of signing statements the president has signed that could selectively invalidate key portions of the bill if passed by the Senate such as 899B-8. If US citizens were prepared to impeach him for treason and outing a CIA agent - he might just do that.
This bill is therefore the perfect tool to silence political opposition, the rising net neutrality movement, the people who want the USA out of Iraq, the people who do not want us to invade Iran and the media reform movement with one stroke of a pen.
This bill makes free speech a crime whose penalty is classification as a terrorist/enemy combatant and the total removal of all of your rights as a US citizen. They CAN call you a TERRORIST - classify you as an “Enemy Combatant” strip you of your rights, your money and ANY MEANS to hold them accountable. Economic class is no longer relevant.
This bill is a Trojan Horse. It looks like an attempt to crack down on LEGITIMATE terrorist threats however it is shrewdly DESIGNED to limit the accountability of people in power by providing the president the power to label law abiding Americans who seek to hold their elected officials accountable as terrorists.
The architects of this bill have ALREADY deceived Congress as 404 Democrats and Republicans voted for this bill. Why is this your problem? It is the aim of USA180 to inform the citizens of voting records on controversial legislation from this point forward. Those who vote in favor of legislation that attacks our very rights will be exposed. We will make an effort to insure our citizenry is well informed before they reach the polls.

It was voted upon under the rules of suspension of order. This rule is reserved for legislation that is non-controversial. Can you in good conscience tell the American that this is not a controversial bill?
